when i power on the VM, it says file is locked. please suggest.

Usually it means that the VM is not power-off.
Do you have also a *.vswp file in the VM folder?
Do you have other ESX and a shared storage?

we have *.vswp file in the VM folder,
we have another ESX in cluster with existing esx and shared storage also.
This mean that the VM is still powered on.
Check on the other ESX to see where is running.
but i have migrated to other host. i am powering the VM on this host. how do i check on the existing host whether the VM is still power on or not. kindly give me step by step guide.
Use esxtop or ps to see which VM are powered on.
