No VMware Tools upgrade when applying patch

I have upgraded my ESXi host from build 158869 to 163429 using the Update Manager. According to the table below, there should be a new version of VMware Tools in this patch, but I am not able to upgrade VMware Tools. The firmware did upgrade with no problems.

I have enabled the "Notify if upgrade is available" option in VMware Tools, but the Upgrade button is greyed out although the old build 153875 is still in use.

Is this normal? Has anyone else experienced this behavior?

It doesn't force you to update vmware tools with each new release. For example, if you updated hosts from Update 2 to 3 there was no forced update to the tools but when moving to Update 4 there will be. You should be able to manually update the tools though and you'll see the build number change.
