I want to know. Is necesary to purchase Virtual Center in vSphere?

Same things hold as with VI-3 - you will want to buy VC and the approriate licenses if you want to use any of the higher order functions of vSphere like DRS, HA, DPM, vMotion, FT, storage vMotion, Templeates, etc or if you are going to be managing multiple ESX Servers - if you are not interested in those features or are only standing 1 or 2 servers your can manage your ESX servers directly with the vSphere client which is available with the ESX/ESXi server -

VirtualCenter Management Server is always a separate purchase and not part of the VI-3 Product suite. It will remain the same for vSphere product suite. Following KB Article explains the differences between VI-3 editions and VirtualCenter Server:
Is the same in Virtual Infrastructure 3. Do you need to purchache vCenter? Depends of what you need.
If you have only one standalone ESX, maybe no (vCenter can give you only the templales and the ability to clone the VM).
If you have more ESXand you need some enteprise feature (or only a centralized management) than you have to purchase it.
Remember that will be also some new bundle (like Essential version) that will include it.
