Creating DC from Template tombstone issue

every time I create a server 2003 sp2 from the template. promote to DC and Than the second one it complains that it has reached the tombstone?

Template is based on 2003 sp2. part of workgroup

if i build a new server copy from CD it works fine. Any ideas why>?

Make sure the time is correct when you promote your domain controller. If it isn't, then you can run into issues when your time is drastically different than when first joined to the domain.
