If you try to create a Virtual Machine in the same directory as an existing virtual disk file, it won't allow you to. I think this is a huge problem, as I sometimes copy files from other VMs as a template and for whatever reason would like to create the config file from scratch. What is the technical reason for preventing me from doing this? If there isn't a good reason, don't stop me, or at least let me create VM without a hard disk.

IIRC this lockout is to prevent you from creating a new VM in a location which may already contain one. Multiple VMs in one directory (.vmx config files specifically) will cause you all sorts of unhappiness. Yes I know there may be ways around this, no they aren't supported methods.
