I am having the same problem. Rebooting the vCenter server did not help.
have you deployed vCMA (vCenter Mobile Access)? I've fix the problem filling the settings of this vm (tab options->advanced), and filling up the product name, version, full version, product url and vendor url.

VMA was the culprit in our case, hence 'scanning virtual appliance'. If you have VMA appliance running, power it down and restart the VUM service and scan again. Worked for us.
