I know that with windows 2003 you have to go through some hoops to get a 2 x cpu to 1 x cpu. I wanted to know with Windows 2008 if the same issue exists or can you easily go from 2 cpu to 1 cpu without issue.

should not be a problem at all. The OS will recognize the change and adjust the HAL accordingly.
