I've heard two side of the story (even from VMware peeps)
1) vStorage API today is basically vSphere API + VDDK (e.g. change block tracking feature is in the new vSphere API, accessible using any of the SDK )
2) vStorage API is only available to VMware partners to develop 3rd party applications ( not 100% sure on this, but I know some people have stated this)
Probably best to contact your local VMware rep if you have further questions or interest developing on the vStorage API (probably why there's not a forum on the developer forum about vStorage APIs )
