Does anyone know to fix?

This is a known issue mentioned in VMware Studio 1.0 release notes.

Unable to make OpenSSH for Windows work with VMware Studio. OpenSSH version 4.2p1-1 on Windows XP is what VMware Studio supports. All other SSH configurations on Windows are not officially supported.
Workaround: Use a Linux server or OpenSSH 4.2p1-1 on Windows XP as the host of VMware Server (for provisioning).
