Here there are many "documents" which are indeed open questions and should either be moved to a discussion thread or wiped out.

I could do that ... but I am not a moderator.

As you probably already noticed, some of the messages have a comment attached asking the users the repost it as a discussion and then delete a document.
If this comment is missing feel free to add one.

I can do it ... I'm a moderator :D
However, the policy is to not delete anything if not really necessary (Spam, illegal content, ...).

The other issue is that as moderators we are allowed to move discussions (normal posts) and posts into an area of the forum that can not be seen by none moderating users, this however, can not be done on Docuements.

The inability for community moderators to move documents is filed as a bug with expected resolution at the end of October. Regards, Robert

Huh, didn't know that. My approach in the Fusion forums has been to add a note asking for it to be reposted and the document deleted, let it sit for a month, and delete the document if it was still around. My thinking is that a month gives the user plenty of time to be notified and take appropriate action, and if they don't check back in that time they probably wouldn't have done so with a discussion either. I think of the documents section as something that needs a really high signal-to-noise ratio, and that questions in the documents section are a form of (unintentional) spam.

Thoughts?

You raise a good point. Our Community Moderator Handbook states:

7) Spam and Promotion
NOTE: This type of posting is not always against the Terms of Use, and requires a
subjective decision by the forum administrator. Please do not delete postings of this nature.

We advise moderators with powers across all public communities under VMTN to move these and other threads requiring review and action to the Emergency Moderator Holding Area. Delete a thread or document only when it is identical to another posting, whether in the same forum or multiple forums. Unfortunately, as Robert states, we have a bug such that moderators cannot move documents as they can discussion threads; so we leave a comment in cases where a document ought to be a discussion thread for now. Perhaps we need to introduce a new policy & procedure regarding how to deal with such documents.

No, but I do have moderator (or at least elevated of some sort, e.g. I can delete/branch/edit) permissions in the Fusion forums, so if there's guidelines I should be following, it would be nice to know :)
