I just got off the phone with VMware support to confirm a bug, if you are running Update 2 build 103908 you will not be able to power on VMs on August 12th
Here is a snippet from the vmware.log file from a particular VM:

The work around is to stop the NTP service and set the date to August 10th.
VMware support said that a patch will be released shortly.
