Very annoying error message...

I don't know if it's feature or a bug, but it's extremely annoying...

Namely, after one unclean power down of the whole ESXi server one of the virtual machines hasn't come up in a consistent state. Now, that's normal...

What is not normal is the error message in the form of question which tells me that the machine has to be powered up. After selecting Ok, and clicking on OK button in VIC this message almost instantly reappears and I can't do anything with the virtual machine. The only thing on my mind is to restart the whole ESXi. Is this "normal" or am I missing something?

Here is the output of the vmware-cmd "answer" command:
