Add plugin Jar file to Plugin Manager throw error and exception
steps to reproduce:
1. Go to administration->Plagin Manager.
2. Press Add/Update Plagin and upload Jar plugin file.
excepted result:
the plugin is uploaded and automatically synchronize to all agents.
actual result:
throw error could'n open the Jar file...
and i see error in log file.

HQ Fix Version: 4.6.5 Build from Feb 09
Resolution: Fixed
Used to happen only when the plugin's xml contained reference to another plugin.
Fixed file path resolution to use a platform-dependant method.
