Run esxtop, select disk statistics. Do you see any disk activity at 18%?

Do you have any RDM's attached? Does the datastore you are SVMotioning to have space?

I have seen this happen when you change the format of a VMDK during an svMotion (Thick -> Thin, etc). It will always pause at 18% in vCenter during the thickening or thinning of the virtual disk. You will notice if you launch ESXTOP or RESXTOP that the ESX host is jugging away parsing the disk in an attempt to change the format.
