I cannot the open the Console on my Guest when my Host machine is not connected to a netowrk. Once I connect to a Wifi or wired network it opens without issue

I can open the VMWare Infrastructure Web Access page and Power on my Guest, but cannot open the Console

Is this connecting via 127.0.0.1? If not, then give that a try. This document Web Access gives details on how to call the remote console directly so maybe give this a try with the loopback address and maybe netbios name too.
