I have ran into the situation twice now that I could have mixed business units in one cluster if I would have been able to separate the VLANs based on permissions. When an admin from business unit A is creating a VM, I want him to be able to only add VLANs from business unit A and not those of B. Now I can only create two clusters to prevent this.

Yes this would be 100% helpful. Most large comp have security reqs that require people no be able to:

A. change the network

B. Put server into a network that they do not have permissions (Put it this way if you share a network accross 2 security domains they have to write off the risk that someone could just change the portgroup/vswithch and put a box onto a different network segment) This would be the same as asking a company to give every admin the ability to run network cables. (bad)
