Can we create VMware machines on ESX host "A" from a VM template hosted to ESX host "B".

If there are no option of doing that what id the best way to accomplish that.

no problem. You can even span clusters.

Do we need to setup SAN/ NFS for that. or we can do it using Virtual Center?

you can do from local disk to local disk and Virtual Center is a requirement.
