As Wienstein has already mentioned ae your hosts in a DRS cluster set to automatic. this would definately explain the behaivour.
Is it a DRS cluster? - Remember DRS will activate at two points - it will select the node of the cluster the vm should start on and move a vm when it needs resources - so if you have your DRS cluster in automatic mode - when you power on the vm DRS will start on the node that has the most available resources in the cluster - so if you have migrated the vm to another host when you power it on and another host has more resources it will start on that host -
